It's best to get insurance under a group premium. For most people, this comes from their place of employment. You can get individual coverage from Blue Cross/Blue Shields (http://www.bcbs.com/), but that is usually extremely expensive. However, since your father is in poor health it might still be better than what you will be paying out of pocket with no coverage.
I'm not sure if your parents are employed, retired, unemployed, etc. If your parents are unemployed and in poor health, it will be hard for them to find good insurance (unfortunately). If they are unemployed, contact Georgia's Division of Family and Children Services (http://dfcs.dhr.georgia.gov/portal/site/DHR-DFCS/) for assistance.
