health insurance waiting periods?

Does anybody know of any health insurers that have a short waiting period? I need health insurance for surgery of a pre existing condition and i am prepared to pay higher than usual fees if i do not have to wait the 12 months.

It would be hard to get a new insurance coverage for a preexisting condition, especially if it requires surgery.
