my dad is 67 years old and his employer started requiring all employers to take their health insurance policy. the policy itself really sucks has like a maximum pay out over the year of $2000.00. he does have some type of medicare and my mom has him on her policy. so why is he required to take all of them.

sometimes group policies require a certain percent of the employees participate....that might be what is going on with your dad's employer. Your dad could get medicare and then get a supplement or a medicare advantage plan also known as Medicare Part C. The cost for a med adv plan is 0 to a small fee and is a good choice for many seniors. It takes the place of a medicare supplement policy which is much more expensive. Find a good medicare supplement consultant and get an education on what is available in your area. The plans vary by county.
