It wouldn't work because the people who want Universal Health Care are the ones who don't want to pay for it. That responsibility falls to those of us who have already taken the steps to see that we have our needs met.

If it's a national program, it's gonna need a tax increase to pay for setting up departments and federal employees to handle it. Still, it would cost alot less than complete universal tax-paid healthcare for everyone. Maybe your idea is a good compromise.
