Default what is the rule about switching health insurance?

I've had health insurance for 6 months, but i want to switch to a new company. so i have a question:

1. Do I have to sign papers for the new health insurance company BEFORE I cancel my current health insurance? If so, why?

I ask becuase the agent told me something about fees... i dont understand.
