Well, that's like asking, which Cadillac dealership will sell me a brand new Caddy for $25?
The ONLY way to get coverage regardless of preexisiting conditions, is welfare insurance - medicaid and medicare. If you have CURRENT coverage, and join your employer's group plan, they will ALSO cover preexisting conditions.
But when you're asking about private insurance that is cheap ($250 a month is the going rate for healthy, young adults) AND will pay for problems you already have, well, that goes against the whole idea of insurance - ie, betting on whether or not something will happen. It's like going to the track, and trying to place a bet on the winner AFTER the race is done.
If companies paid $3,000 a month and took in $250 a month for even 1 in 50 people, they'd go broke. They couldn't collect enough in premiums to pay the claims.
