Does a person on Medicaid need to continue with a secondary health insurance like...

...Blue Cross? I can't get a straight answer from either agency. Naturally Blue Cross wants their monthly payments to continue -- as Medicaid wants their percentage of health costs to be at a minimum. Can someone out there give me a definative answer?
