No one here can know that - it would depend ENTIRELY on how the beneficiary clause is written.
If she's a minor, her legal guardian will have custody of the money until she's of legal age. If they're smart, they will USE the money to set up a trust, so she can't blow it all on a fancy car. 18 year olds generally make stupid money decisions.
It's HIGHLY unlikely that SHE is listed as beneficiary - her mother would most likely be the ONLY person getting any money.
