how can you get a loan on a home if it needs siding and can't be insured?

We had a house given to us that needed remodeled. We have replaced the room and all windows, now it needs siding. We tried getting insurance and was unable to because it needed the siding. how do we get a loan on the home if it can't be insured until the new siding is put on?
