Default Are Insurance companies suppose to help home owners?

If you have home owners insurance, is it normal procedure for the insurance company to tell you you have to redo your garage roof or they cant insure you, and will they be responsible for some of the payment?

They are designed to make money and that requires the analysis of risk. They will probably tell you that people with all our your attributes are less "risky" if they have a better roof, so they make that requirement.

Yes, it's normal for insurance companies to tell you that they can not insure due to a particular condition. There's the usual wear-and-tear that insurance do not cover. You do want to make sure that you maintain your property and do the best you can to prevent any damage. I don't think the insurance will reimburse you amount you spent on maintenance, but you definitely want to be adequately insured at all time by complying their recommendations.
