Can anyone tell where to get the cheapest travel insurance for over 65's?

I need annual multi-trip insurance and because I am 67 the prices are outrageous compared to the under 65's.

I'm not sure if you have looked at the online program offered by Lloyd's of London. If I remember right, folks who are 65-69 are in the same rate band. You only need to be a resident of the US for this online program (your current location and citizenship do not matter).
