It depends on where you purchase the travel policy. If it is thru a travel agency or airlines, financial coverage should cover things like trip cancellation (we had a trip to Cancun cancelled due to a hurricane).
Travel policies, in addition to medical coverage, typically cover lost baggage, emergency evacuation, repatriation of mortal remains (if you die somewhere else, you'll probably want to be buried at home...that costs money to ship the body) and accidental death and/or dismemberment (typically abbreviated ad&d). In 17 years of doing insurance, I haven't come across the actual 'financial coverage' so I'm trying to answer your question in the title line. Definitely ask for a definition of what 'financial coverage' means. It should be in the brochure and definitely will be in the insurance policy (the legal contract). Happy travels !
