The way I understand you, you broke your ankle 11 months ago, correct? And you are wanting to know if should list that as pre-existing medical condition?
Travel insurance is different depending on the company that you are using. The best thing to do is call the insurance company to explain the situation and see what they say. They will be able to give you the most accurate answer, based on your situation, their company and the policy you chose.
I'm not sure if a broken ankle is something to list or not. However, most companies only require you to include pre-existing medical conditions that have either occurred or change in the last 6 months, so more than likely you will not need to list it for pre-existing.
