Default How to consider an accident?

So, I'm in the process of shopping for new car insurance and I'm having problems determining what to classify a relatively recent accident as. Also, I could use some advice on where to go for the best rate.

I was in a single car accident in April 2006. There were inclement weather conditions involved, and a passenger was injured. There was no payout on the vehicle, but insurance did pay for passenger medical bills. The accident occurred in Indianapolis. Would I be considered at fault or not at fault?

Also, here's my driving record over the last three years:
July 06: Speeding 10+ mph (cop clocked me at the top of a hill on the highway in the middle of summer)
February 07: Failure to stop at a stop sign (on an empty street with 0 pedestrians at 7pm on a Tuesday)
August 07: Speeding 10+ mph (bottom of a hill)
September 07: Speeding in a school zone (didn't even realize school was in session/motorcycle cop hiding on the side of the road)

I'm looking at 100/300/50 coverage with a high deductable to keep my premiums even remotely affordable without sacrificing necessary coverage. The vehicle is an 06 Honda Civic, financed new, with two and a half years left on the loan.

Basically, I've had some really bad luck. I don't speed excessively and I'm not a bad driver. I could use any advice you guys could give. Thanks.
