Default do you need to get cargo and liability insurance when transporting

goods, but, you don't own a truck only rent I'm being told by TXDOT that I need to get cargo and liability insurance, but, I don't understand why, since I don't personally own my moving trucks, I rent them out from (ie. Budget, UHAUL). PLease help...I'm soooo frustrated...thank you
Also, if you know of any insurance company that covers liability and cargo, please include that info. too....thanks

If you are hauling "for hire" The insurance being requested is manditory by law.The liability Insurance (Bodily Injury / Property Damage) is to protect the geneal public in case of an accident and the cargo insurance is to protect goodsI of the people you haul for. If you don't already have licence (s) (TX DOT license to haul goods intrastate, and a FEDERAL DOT license to transport goods interstate). if you were renting the trucks to haul your personal property (furniture, tools, etc.) the insurance from the rental co. would cover you if you paid the premium, otherwise you would cover the vehicle and your personal property on your personal vehicle policy. However, The rental co's insurance nor your personal vehicle policy will cover "for hire" hauling. Hope this helps.
