Default Can someone explain AUTO INSURANCE to me?

My mom has 4 vehicles and she is the primary driver on 3 of those 4. On the 4th vehicle my brother is the primary while my mom is the 2ndary. She didnt realise he was the primary on it despite him being more like an occassional driver.

My Questions:

1. is it possible to make my brother into an occasional driver on this 4th vehicle or must he be a primary on one them? If he must be a primary on one then why?

2. I was told that as long as he is living in the same household as my mother and has a valid license he must be car insured on at least one vehicle. Is that true? Can he be occasional on all the vehicles?

3. Can he not be insured on any of these vehicles (and none under his name) but still be able to drive on occassion one of my mom's vehicles?

4. Related to #3, what happens if he gets into an accident while not insured on any of her vehicles BUT he is given permission to drive it from my mom?
5. What is the cheapest course of action to save my mother money considering it is cheaper for my brother to be insured through her than on his own since he only uses the cars on occassion?
