Default is "Eastwood" or "The General" car insurance really fronts for another big insurance

company?
agencies with big TV advertising paid for by another big insurance company?
why doesn't the issurer sell their own policies?

They aren't "fronts", they are AGENCIES. They don't sell their OWN policies, they sell someone ELSE'S policies, and make a commission from the sales.
