Default Doubled insured car?

Ok, I live in NC. I had and still have progressive as my insurance on my car. Well my husband needed to get his license so we went to nationwide to get proof of insurance for him and they insured him on my car. Needless to say they changed my information on my registration as me having insurance through nationwide, which I don't. They charged him 150.00 and come to find out he had to take an assessment class in order to get his license, so that was a waste of money. Can insurance companies do that legally? I don't know where to go from here. I am trying to get my money back since we didn't use nationwide and it cancelled.
