Default Under-insured for Property Damage in California Auto Accident?

My friend was involved in an accident (their fault) in California. They had $5,000 for property damage. The auto repair company that the other party went to is telling them the repairs are $11,000 and that they can make payment arrangements to pay for the difference.

However, the accident included a small hatchback (my friend) hitting a truck (other party) at a reletively slow speed (under 30 mph). It appeared that the majority of the damage was to my friend's car. They have no idea if the damage was verified by the insurance company or if they recieved any quotes for repairs. Do they have any legal rights to multiple quotes or to verify damage? Or do they simply have to pay the 6000 difference? Any information is greatly appreciated!
