Question 1...
If you don't plan on using the vehicle for commercial use, regular insurance will cover you. If you are running it for profit, there are companies just for that purpose.
Question 2...
I am not fully understanding the question. Firstly, you need your SR-22 (Suspended/Revoked Driver License), then you need to find an insurance that will insure you, and then stay clean for a LONG while...
If you had insurance on the date of the violation, ask your insurance company to send you a copy of "Proof of Coverage" to take with you to court. If you have already been convicted, you're just about out of luck...you may want to talk to an attorney.
