Yes, if it has been rebuilt, and by that, it means not just to pass a safety inspection, but to body integrity standards as well. It has to be restored to pre-accident condition (actually it is usually better than pre-accident because of the safety inspection). Jurisdictions like Manitoba have a "rebuilt" status that is attached (no longer salvage), and an actual rebuild plan has to be filled out on a vehicle that is deemed salvageable, and the safety inspection cannot even be performed until the final body inspection is done. A properly rebuilt vehicle does not have diminished value. A vehicle deemed irreparable, parts only, or salvage only after an accident cannot be rebuilt and registered in any province or state.
