Default is the owner of a motel required to have certain insurance to get a business license?

what are the health / safety codes in general? who regulates this industry,? local, city, county, state? if the owner of a run-down, hazard ridden motel is rude,and walks away when told of an injury/accident to a guest in a room, is the only recourse then a lawyer? or can a complaint be made to the authorities, for further investigation.?(this place should be condemned) it is dangerous.
