Is insurance more expensive on Harley's than most other bikes ?
Yes ,I realize they cost more than your average bike but does that automatically raise the cost of insurance?

Insurance is based on value of motorcycle and if it is in the high theft list. So a cycle that gets stolen once a year to one that gets stolen once a day, I would wonder which one would have higher insurance.
