motorcycle insurance help please?

Ok I am a 16 year old in CA and I am planning to get a motorcycle permit, I know I cant buy my own insurance until im 18, but my parent wont insure me.. now can my sister who is 26 insure me? and about how much would it be? also is it easy to get a motorcycle permit here in CA? I want to go to the MSF to learn more, and I am thinking of getting a 2000 250r thanks
cupras dad got owned in WW2 hahahah!!! I bet he deserves it
