Default Boat insurance question/options?

If I receive multiple quotes for repairs that the insurance company IS going to pay for, do I legally have the choice as to where to take it? I'm currently going through the process and my marina referred me to a great canvas and carpet company, but the insurance company thought the quote was too high. They proceeded to make their own phone calls (the insurance company) and are now trying to only pay out to the lowest bidder. This doesn't seem right to me. Who's to say that the low bidder won't do a hack job?? I think I should have a choice as to where to take it. Can anyone help me out with this one? Thanks.

Check with your State insurance board. There should be a toll free number to call. "steering " like your insurance company is doing. is illegal in NY.
