Default Pet Insurance with No Reimbursement?

Is there Pet Insurance out there that doesnt do the reimbursement thing? Where I can just take my dog in and pay the co-pay or deductible and then the insurance pays the rest? I dont get why you pay up front when you get the insurance because you dont think you will have that much money upfront.... Any help would be great. Thanks!

I think there is in the UK. In the US, no such luck unless you want to be paying $90 a month!
