Default Dog walking need public liability insurance?

I am in Britain and I wanted to do dog walking to make some extra cash, nothing big just a case of 'I'll walk your dog for a fiver' sort of thing. But lots of people said I'd need public liability insurance to do it. Is this true? And if it is, 1. that sucks, 2. if I do it anyway w/o it am I likely to get caught?
