You can simply have your parents pull you off of their plan, and get your own plan in California. It doesn't matter that you're only 17 years old. All you need is a CA address so the carrier knows where to send the bill and ID Cards to. If you stay on your parents plan, you'll most likely be paying out of network costs in CA. I do know of a great plan that is very inexpensive from Anthem Blue Cross. Give me a shout and I'll give you a quick rundown of the plan, and what the process is of setting this up. It's really quite simple. And on top of that, there are options to make it easier to have your parents pay for the insurance while you're in school.
