If you're still dependent on your parents each state has it's own insurance laws on limiting age, but almost certain you can stay on your parents at least until 18 and then if you're going to college, probably can stay on theirs until 22, 23 or 24. You will probably have to pay out of network though. The only other way is to be emancipated by the courts in GA and then you can apply for an individual plan in Ca.
